An important literature exists on bureaucracy. It deals with economic and political consequences. Many scholars analysed these particular organizations and different schools of thought provided their own interpretation of bureaucratic phenomena. Mises’ theory of bureaucracy is known as being an important contribution from the Austrian economics school. However, the political dimension of his works on bureaucracy is less known. This article proposes an analysis of such a dimension.

Many contributions explained in details the various benefits from private roads. Not only they stressed the possibility of such system, but also the functioning through different historical experiences. However, they put aside an important question: how should we proceed concretely in order to privatize the road network? Our contribution tries to answer this question. It explains the consequences of a public provision and its differences with a free market order. It defines the true meaning of the privatization process: a search (...) for justice, and proposes a solution based on Rothbard’s theory of property rights. The paper concludes on some critics that we raised to alternative process of privatization.Le réseau routier constitue un bien privé qui peut faire l’objet d’une offre de la part d’entrepreneurs. Or aujourd’hui, celui-ci est géré par le secteur public. Se pose le problème de sa “désocialisation” ou de sa transmission au secteur privé par privatisation. Nous démontrons que les procédés de privatisation couramment utilisés se focalisent seulement sur un critère de rentabilité et en cela se révèlent insuffisants. La méthode par restitution se présente quant à elle comme un procédé recherchant un principe de justice, conforme à l’éthique des droits de propriété. Nous présentons alors les modalités pratiques d’une telle méthode appliquée au réseau routier. (shrink)

Lighthouse and the Trinity House case have triggered extensive debate on the possibility of private production of public goods and, more especially, lighthouse services provision. This contribution sums up current academic debate about lighthouse provision. It shows that the English system of lighthouse services provision cannot be rigorously considered as an example of private provision. Some historical experiences have shown that private provision was possible, although governmental hindrances restrained a full-fledged market process provision. This contribution defends the interest of mobilizing (...) a political economy perspective for an understanding of the different frameworks and institutional designs for providing such services. Some national cases illustrate and sustain the proposed political economy framework. (shrink)

_H. C. for Life, That Is to Say..._ is Derrida's literary critical recollection of his lifelong friendship with Hélène Cixous. The main figure that informs Derrida's reading here is that of "taking sides." While Hélène Cixous in her life and work takes the side of life, "for life," Derrida admits always feeling drawn to the side of death. Rather than being an obvious choice, taking the side of life is an act of faith, by wagering one's life on life. _H. (...) C. for Life_ sets up and explores this interminable "argument" between Derrida and Cixous as to what death has in store deep within life itself, before the end. In addition to being a memoir, it is also a theoretical confrontation—for example about the meaning of "might" and "omnipotence," and a philosophical and philological analysis of the crypts within the vast oeuvre of Hélène Cixous. Finally, the book is Derrida's tribute to the thought of the woman whom he regards as one of the great French poets, writers, and thinkers of our time. (shrink)

All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

In this paper, I elucidate the main points involved in the question of the non-triviality of the conventionality of simultaneity within the kinematics of special relativity. I argue that there is an important distinction to be made between the inherited component and the sui generis component of the conventionality of simultaneity. The factual core of the kinematics of special relativity is explored, and it is shown that the Round-Trip Clock Retardation effect obtains if, and only if Winnie's Passage Time Principle (...) holds. Some consequences of this fundamental fact are then explored. In particular, Grunbaum's view that the epistemological conventionality of simultaneity is logically prior to the physical inter-frame relativity of simultaneity is found to be based largely on what I call the inherited component of the former. Finally, a question is raised as to the very self-consistency of the claim, made by Ellis and Bowman, that standard signal synchrony and slow-transport synchrony are logically independent. In some concluding remarks, the author's general agreement with Grunbaum's conception of bridled conventionalism is indicated. (shrink)

A synchrony-free, velocity-independent formulation of the Lorentz transformation is derived in a very simple manner with the help of thek-calculus. The dependence of the well-known relativistic effects on the choice of simultaneity metric is put forth, and the significance of the possibility of eliminating these effects is explored. This leads to a simple analysis of the clock paradox, or round-trip clock retardation. The doctrine of the conventionality of simultaneity is brought to bear on the interpretation of this effect. It is (...) argued that such a round-trip effect constitutes a physical realization not only of the conventionality of simultaneity but of that of temporal congruence as well. Some physics perhaps vindicates a little philosophy. (shrink)

OBJECTIVES: To compare the practices of local research ethics committees and the time they take to obtain ethical approval for a multi-centre study. DESIGN: A retrospective analysis of outcome of applications for a multi-centre study to local research ethics committees. SETTING: Thirty-six local research ethics committees covering 38 district health authorities in England. MAIN MEASURES: Response of chairmen and women, the time required to obtain approval, and questions asked in application forms. RESULTS: We received replies from all 36 chairmen contacted: (...) four (11%) granted their approval, and 32 (89%) required our proposal to be considered by their local research ethics committee. Three committees asked us to attend their meetings. The application was approved by all 36 local research ethics committees but the time to obtain ethical approval varied between six to 208 days. One third of the committees did not approve the project within three months, and three took longer than six months. There was considerable variation in the issues raised by local research ethics committees and none conformed exactly to the Royal College of Physicians' guidelines. CONCLUSION: Obtaining ethical approval for a multi-centre study is time-consuming. There is much diversity in the practice of local research ethics committees. Our data support the recommendation for a central or regional review body of multi-centre studies which will be acceptable to all local research ethics committees. (shrink)

Background: Older, frail patients with multimorbidity are at an especially high risk for disease severity and death from COVID-19. The social restrictions proved challenging for the residents, their relatives, and the care staff. While these restrictions clearly impacted daily life in Norwegian nursing homes, knowledge about how the pandemic influenced nursing practice is sparse. Aim: The aim of the study was to illuminate ethical difficult situations experienced by Norwegian nurses working in nursing homes during the COVID-19 pandemic. Research design and (...) participants: The research design involved semistructured individual interviews conducted with 15 nurses working in 8 nursing homes in 3 health regions in Norway, within both urban and rural areas. Ethical considerations: Oral and written information about the study was provided before the participants gave their written consent. The transcribed interviews were de-identified. The study was approved by the Norwegian Centre for Research Data. Findings: Four ethical difficult situations were identified: (a) turning the nursing home into a prison; (b) using medication to maintain peace and order; (c) being left alone with the responsibility; and (d) s. impact on decision-making. Conclusions: The nurses’ ethical challenges were intertwined with external factors, such as national and local guidelines, and the nurses’ own internalized factors, which were connected to their subjective professionality. This duality inflicted emotional distress and gave nurses few opportunities to perform nursing in a professionally sound and safe manner. (shrink)

The Bhagavad-Gītā has been assigned a date ranging from the fifth century B.C. to the second century B.C. The Indian religious tradition places the Gītā at the end of the third age of the present cycle of the universe and the beginning of the fourth, namely the Kali Yuga to which we belong.

The text consists of Coxon's collations of the relevant folios of manuscripts of Sextus Empiricus, Proclus and Simplicius and includes all extant fragments, a commentary, the testimonia, a complete list of sources, linguistic parallels from both earlier and later authors, and the fullest critical apparatus that has appeared since Diels’ _Poetarum Philosophorum Fragmenta _. The collection of testimonia includes the philosophical discussions of Parmenides by Plato, Aristotle and the Neoplatonists, most of which had been omitted by Diels. The introduction discusses the history of the text, the language and form of the poem, Parmenides’ use and understanding of the verb ‘to be’, his place in the history of earlier and later philosophy and the biographical tradition. In the commentary Coxon deals in detail with both the language and the subject matter of the poem and pays full attention to Parmenides’ account of the physical world. One of the most interesting recent attempts to interpret the peculiarities of Plotinus's philosophy is that of Bréhier in his ‘La Philosophie de Plotin’. His thesis, contained in the last four chapters of the work, is that Plotinus, instead of being simply the continuator of the Greek rationalist tradition, is the founder of modern European Idealism, or, perhaps more accurately, Pantheism. ‘Avec Plotin nous saisissons done le premier chatnon d'une tradition religieuse qui n'est pas moins puissante au fond en Occident (...) que la tradition chretienne …’. He is the spiritual ancestor of Spinoza and Hegel. It is interesting in passing to compare this view with that of Dean Inge, for whom Plotinus is the spiritual begetter of S. Thomas Aquinas.
